Re: Oak Grove - Tuesday (3/28/17) Night's City Council Meeting

I am very thankful to Council for making meetings available for viewing
online. Not only is this helpful to catch up on missed meetings, but also
important for re-watching Council conversations so that what was discussed
and decided is not left to poor memory and/or false interpretation.

Regarding the discussion of Oak Grove at the Council meeting on 3/28/17,
the following was said (please forgive me if I have some typos or have left
out anything...I am doing this as quickly as I can).

   - Councilwoman Carlton - "So when are you thinking this [Oak Grove Bike
   Pilot] would be trialed? What month?"


   - Asst. Public Works Dir. Nikki Nagaya - The current schedule on p. 155
   has the facility opening in July 2017. But, if we're coming back with
   design questions to be resolved, that's definitely going to be pushed out
   until likely September/October time frame, at the earliest, because we'll
   need to redesign the elements and go back. We were currently targeting to
   go out to bid in April, so that will get pushed out until later in the
   summer.

There is then conversation about needing to further engage the community
and what type of hearing/town hall/workshop meeting should take place and
when.

Councilman Rich Cline makes the following motion that is seconded by
Councilman Ohtaki, and voted for by everyone (minus Councilman Mueller who
recuses himself):

   - Approve 3 metrics (volume counts, parking and speed assessments)
   - Add 2 public hearings (1 before trial begins and 1 three to four
   months into trial)

Councilwoman Carlton comments that there is "a lot more to work on."

Mayor Keith says she wants to "Move forward...but with a compromise."

Mayor Keith then asks Nikki Nagaya if she can come back in 60 days to keep
all this on the radar. Nikki Nagaya replies, "Let us regroup." (No time
frame given.) She then says that after her and her team regroup they will
come back with "3 trial metrics, a contract amendment/extension request for
Alta, alternatives for a compromise and with that, impacts to this project
schedule, other project schedules and this project's budget, all packaged
together when we return."


I am a mom of two young children, one with special needs. I have a lot of
things I can be spending my time doing. I do not take pleasure in "calling
out" Council or "trolling" for information. I have no political agenda
other than keeping our kids and neighborhoods safe. It matters to me that
information being shared is accurate.

Please use tonight's meeting (4/4/17) to clarify Council's position and
direction. To say that only metrics were discussed or that a delay is not
coming, is not accurate.
