Trapped by traffic in the Willows

Hello Council Members,

I have written before about the unsafe driving by cut-through drivers in
the Willows neighborhood. Recently the cut-through traffic in our
neighborhood has gotten so bad that we cannot go north, south, or east from
our neighborhood in the afternoons, and many of my neighbors literally
cannot drive to their homes due to gridlock on Woodland, Euclid, O'Connor,
Chester, O'Keefe, Donohoe, and Gilbert (basically any road leading to
Willow or University. These neighbors have had to park blocks away and
then come back later in the evening to retreive their cars.

My neighbor on the south/east side of Oak Ct could not get home three
nights this week. She is 39 weeks pregnant and has a toddler and had to
walk for blocks to get to her house. What will she do if she goes into
labor during the 3-5 hour period during the day when she can't drive to or
from her home?

I myself tried to leave the neighborhood at 4:30 one afternoon this week,
waited in the car for 1/2 hour, moved 1/2 block, then gave up and went
home. During that half hour, I saw 3 cars driving down the wrong side of
the street, and one near miss collision.

This is no mere inconvenience. It is a safety issue. I know you have plans
to address the issue in the long run, but is there anything that can be
done in the short-term to make our neighborhood safe and accessible again?
