City's poor e mail system--resending my prior correspondence properly formatted as an attachment

I am resending my correspondence here as a Word document. It continues to be the case your system seems to be incapable of handling more complex types of formatting. Thus my message effectively came out as a bunch of formatting gibberish on your web site. Please have your IT support use the attached file to display it correctly and replace my previously posted message in full. I send you messages using a Yahoo account consciously to try to keep them separate from my professional life. However, the cost of that seems to be that unless I painfully type them into a more primitive editing interface in Yahoo rather than paste them in directly from Word, your system cannot accept them in a reproducible manner. For reference, I receive them reliably in Outlook via bcc's. My message content should not have to be diluted by IT distractions. I wrote city staff fairly extensively last time this happened and did not get an adequate response. More broadly, I have to say I think you should be chagrined by your own IT situation involving the city's own public e mail logs and systems. Commonly it is littered with spam, junk mail and sometimes even quasi-porn references. Your IT staff seems overly capable of posting messages that say it's all a public record. I find that almost laughable when I see the junk commonly posted for days on end. Instead I would urge more focus on the e mail plumbing--it needs to work. Regards, Elias Blawie
