Suggestion for streamlining City Council meetings

More community members would participate in government if the City Council
meetings weren't so long.


I have a simple suggestion. When people need to give a report or speak to
the City Council, have it recorded in advance. They can email these
pre-prepared videos to the City Clerk or upload them to a site like YouTube
or Google Drive. The City Clerk would maintain a list of links so everyone
(Council members, staff, and the public) can view them in advance of the
meeting. Time during the actual meeting would be reserved for rebuttal
arguments and questions from Council and staff. The City Attorney could
advise you whether this is transparent enough to satisfy requirements about
open meetings. Open public comment on non-agenda items might still be
required by law, but it could most likely be shortened to 1 or 2 minutes.


This system could also be used for commission meetings.
