IT Master Plan

Dear Council,

I'm a former Data Center Architect for Sun Microsystems and have a few
concerns as I read through the IT master plan. First, I encourage you to
google ERP project failure percentage.

The vast majority of ERP projects fail -- at Sun we aligned with Gartner
who claim that 75% of ERP projects fail. I haven't seen enough
justification in the master plan (though I'm still reading) for
implementing an ERP system. Please ensure on our behalf that such a system
is justified.

I don't know municipal systems but when I read the section on cloud
computing along with the recommended software development process, I have
great concern that both IT and the consulting group are "living in the
past." Cloud solutions are proven to work very well AND they typically cost
less. I have some personal experience with implementing a very successful
Salesforce.com cloud solution.

I can also attest to the efficacy of online training (e.g. lynda.com) as I
had some responsibility managing, developing and delivering training during
my career. As I read staff feedback regarding training, it seems that a
lynda.com subscription would suffice for the majority of requests.
