Green City opportunity from VW Diesel settlement

Hi -
Volkwagen, as part of their settlement for violating EPA rules with their diesel car, is funding a "Green City" initiative "...in a yet-to-be-named California municipality to pilot future concepts of sustainable mobility, such as a ZEV-based shuttle service, EV-based car-sharing program, or ZEV transit application."  I wonder if Menlo Park could be a good candidate for this program; we have been shown to be a city that's friendly to green technologies, and I've read that about 15% of new car purchases by Menlo Park residents are electric.  Wouldn't it make sense for the city to apply to become this green city?

As a Golf TDI owner, I am personally unhappy about their deception about "clean diesel" - but this could be a good opportunity to get several million dollars of infrastructure for the city.
Please make this a consideration for the city.
Regards,Alan Brown
