Traffic Congestion on Bay Road

Dear Council Members
First of all congrats to Ray and Catherine for their re-election!
I am bringing up a topic that I am sure you have heard of before and that is the spillover traffic that creates a jam on Bay Road daily between 3.30PM until 6.30PM. I am not sure where the accountability for addressing this lies but I thought I will start with you as the leaders for the city.
Slightly over 8 years ago when I moved to Menlo Park (specifically 1009 Windermere Avenue) Bay Road did get some traffic but almost never a jam, last year we started seeing jams a couple of days a week and now it is a daily weekday occurrence.
Some individuals who get impatient try to cut through neighborhood streets at high speeds to try Van Buren or try and ride the shoulder. Yesterday there was an accident right in front of the VA on Bay Road as a result of this rushing through on the shoulder.
The right solution here would be an investment in infrastructure on Willow Road so it no longer prompts the spillover traffic onto Bay Road and perhaps this is where companies that are doing superbly like Facebook can help pay for the investment. In the short term would it be possible to add signs on Bay Road that prompt the right behavior such as not using the shoulder as a lane and staying off streets like mine to cut through to Van Buren?
