General Plan

Dear Council Members,



As a an involved Menlo Park resident, I have confidence in the Circulation
Element of the General Plan Update. The general plan update process has
taken over two years and included over 60 public meeting, events and
activities for public input. I'm confident that the Circulation Element
accurately represents our forward-looking vision for Menlo Park.



However, as with many residents, I believe that transportation and
circulation are the critical elements to get right. That's why I believe
the city needs to prioritize creating a Transportation Master Plan and
updating the Transportation Impact Analysis (TIA) Guidelines concurrently
in 2017. This was also the unanimous recommendation of the Planning
Commission.



The Transportation Master Plan is scheduled to commence upon completion of
the General Plan Update. With extensive input from the community this will
call-out the specific improvements and needs around transportation
infrastructure and will prioritize them. This in turn generates an updated
traffic impacts fee (TIF) study. Per the TIF, these fees are paid and
collected from development as improvements are constructed, and this
provides the City the ability to coordinate and leverage grants and other
funding sources.



We all agree that we want to solve for congestion and better mobility. But
if we are prioritizing traffic and transportation issues, then we need to
address these issues head-on. Let's make sure that we are listening to all
residents, leveraging expert advice, and giving all options a rigorous
vetting as part of our roadmap for smart infrastructure policy.
Transportation is too important to leave to guesses about what works and
what doesn't.



There's a lot to like about the direction that we as a city are taking.
Let's stay on course but make sure we do it right.
