FYI - Based on what I heard about the Oak Court gate at the City Council
meeting on 8/23, I am now trying to organize Laurel parents to come to the
8/30 meeting (and/or send emails) to encourage the City Council to give
Laurel the right to use the gate for busing as needed. One Tinsley bus is
not enough! Residents need buses, too!

This is different than biking...and just as important!!! Please forward
this to your Laurel network.

*Do you want your children to have the option to take the bus to Upper
Laurel? They might not have the chance!*

As I've mentioned, I went to the City Council meeting on Tuesday night
(8/23) to discuss Safe Routes and biking. As it tuned out, another issue
about Upper Laurel came up that needs your immediate attention.

A group of neighbors that live on Oak Court (the street that runs along the
back side of Upper Laurel) demanded that the City/School limit the number
of buses that can use the Oak Court gate (the opening on the far side of
the parking lot) to *ONE*. Since the District is required by law to provide
a bus for Tinsley students, that means that if the City/School agree to
this, that there would be *NO RESIDENT BUSING* to Upper Laurel, now or ever
(they are seeking a legal agreement).

*The entire Laurel resident busing program could be canceled!*

Here is what Laurel parents need to do:

1. Attend the Menlo Park City Council meeting on Tuesday, August 30th and
make a public comment urging the City Council to allow school buses to
enter and exit the Oak Court gate as needed (vs. only allowing one Tinsley
[and no resident buses!]) per day. Right now the Oak Court issue is #I2 on
the meeting's agenda...I'm writing an email to City Council asking them to
move it up so that parents can more easily attend/comment. I will update if
the timing changes.

2. Write an email to the MPCSD and the MP City Council letting them know
that the Oak Court gate must be accessible to school buses as needed (vs.
only allowing one Tinsley [and no resident buses!] per day). An email is
especially important if parents can not make it to the meeting on 8/30.

3. Spread the word! Laurel families must get involved. If the Oak Court
gate is only allowed to be opened for the Tinsley bus, then *the entire
resident busing program to Upper Laurel is in jeopardy* (yes, that means
our kids might not have the option to take the bus!)!

Dear the MPCSD and MP City Council Members,

I am a Laurel parent and Menlo Park resident. It has come to my attention
that the Oak Court gate located at the far side of the Upper Laurel parking
lot may only be allowed to open once in the morning and once in the
afternoon for one school bus (the Tinsley bus). While I am sympathetic to
those who live along Oak Court who wish to keep their street quiet, it is
crucial that the gate be allowed to be used as needed, by Laurel School,
for the following reasons:

   - Busing will make the streets around Upper Laurel safer for everyone,
   including those who live along Oak Court (school bus drivers must pass a
   rigorous driving test and they follow the highest driving protocols).
   - The only way for buses to be able to drop off and pick up students at
   Upper Laurel is to use the Oak Court gate (neither Elliott Drive nor the
   parking lot are wide enough to allow buses to turn around).
   - The alternatives to having buses use the Oak Court gate would be buses
   picking up and dropping off kids on busy neighborhood streets and then
   having the kids navigate to school by foot.
   - If residents are not given the option to ride the bus to school, there
   will be more kids being driven, more cars on the road, and more traffic on
   our streets.
   - Buses are needed for field trips.

As part of a larger Safe Routes program, busing to Upper Laurel should be
increased, not decreased! Please make sure that our kids, and the future
Laurel kids, have the opportunity to bus to school.

Hello again,

As you may be aware by now, there was a series of contentious public
comments aimed at the District on behalf of residents along Oak Court. They
mentioned, among other things, that they had been told from the beginning
that only one school bus would be accessing the Oak Court gate in the
morning and the afternoon (the Tinsley bus). From what I could understand
(and I'm in no way up to speed on their specific concerns, etc.), they are
looking for a legal agreement to solidify plans for the use of the Oak
Court gate (and they want minimal bus usage).

While I am very sympathetic to the residents on Oak Court, I urge you to
think through the implications of agreeing to limit the number of school
buses. I don't have the magic number of trips needed by buses, but I do
know that the current resident busing program (non-Tinsley) scheduled to
and from Upper Laurel and to and from Lower Laurel is insufficient.
Currently there is no connector busing between the two schools (Upper to
Lower) on Thursdays, and the other days busing can take up to one hour. In
my opinion, busing must increase, not decrease.

When the MPCSD decided to create "One Laurel" in 2014, rather than two
separate K-5 campuses, there had to be thought that went into
transportation (how older kids were going to get across Willow, how parents
could manage 2 drop offs, 2 pick ups, etc.). It now appears that whatever
thought went into all this was inadequate.

You have to make this right. Please think through each option given to
parents on how they will get their child to school: walking, biking,
busing, parking and walking, parking and dropping and carpooling. You (and
by "you" I mean the District, the school, the PTO, the MPAEF, the whoever)
must do whatever you can so that a dangerous and cumbersome traffic
situation doesn't occur on October 17th and beyond. I want to be positive
and patient...but we also must be proactive.
