Dear Members of the City Council and Staff:

I second Kevin Tiene's e-mail of 11:56 Monday, requesting that unpowered, motorless gliders not be banned.
As Mr. Tiene points out, gliders are silent, and their impact is minimal.

In addition, I address three specific points raised in Staff Report Number 16-146-CC.

At Page 72, under the heading "Other Safety Concerns," staff states that "Battery failure might mean a device drops out of the sky." While this may be a relevant factor with powered ("quadcopter") drones, it is not a factor with unpowered gliders. Since they do not rely on motors, battery failure would not result in them dropping out of the sky.

At Page 73, staff expresses concern with legal liabilit6y. Those of us who fly gliders at Bayfront are members of the Academy of Model Aeronautics ("AMA"), which provides liability insurance to its members.

At Page 133, the language proposed for the new Ordinance would ban "(5) Motor-driven vehicles or models, including drones and unmanned aircraft systems, except in designated areas."

I respectfully suggest that this language be revised to "(5) Motor-driven vehicles or models, including powered drones and powered unmanned aircraft systems, except in designated areas."
