Tuesday City Council study session on Willow traffic - Palo Alto TMA opportunities

Honorable council members,

Thank you for considering options to address Willow Road traffic

The staff report includes many short and long-term options to address
traffic conditions.

One thing it leaves out - working with Palo Alto to reduce solo driving
into downtown PA.

The staff report explains that many/most of the cars on Willow turn left on
Middlefield into Palo Alto in the AM peak (and the reverse in the PM peak).

In the planning for the Palo Alto TMA, data and discussions have revealed
* 50% of commuters to Stanford from East Bay don't drive alone (mostly
Dumbarton buses)
* ~80% of commuters to Downtown Palo Alto from the East Bay drive alone

A powerful, win-win solution for Menlo Park and Palo Alto would be to have
the Palo Alto Downtown TMA support East Bay commuters with Dumbarton bus
passes and other supportive services (first mile, guaranteed ride home).

This would relieve traffic on Willow and Middlefield, as well as parking
demand in Palo Alto.

It would be welcome for there to be coordination on this approach.
