Dear Mayor Cline and Members of the City Council,

The Friends of Bedwell Bayfront Park, supports Facebook's proposal to
provide funding to Bedwell Bayfront Park as outlined in the Company's July
14, 2016 term sheet.

The Friends provide the Council with brief recommendations of the proposed
funding by Facebook to Bedwell Bayfront Park.


   1.

   Facebook will pay the City $1M to fund maintenance and operations at
   Bedwell Bayfront Park by making a one-time payment to the Bedwell Bayfront
   Park Maintenance Fund.


The Friends support this funding proposal by Facebook, with the following
recommendations to the City:


   -

   These monies are used solely for the maintenance and operation of
   Bedwell Bayfront Park only, as proposed by Facebook, and that these
   funds be used to increase the multi-lingual educational and open space
   experience by passive recreational users at the park.
   -

   These monies are treated by the city as a temporary augmentation of the
   rapidly dwindling Park Maintenance Fund that must soon be funded by the
   City, and;
   -

   These monies are not be used to offset maintenance or operational City
   funds already authorized, allocated, or planned for Bedwell Bayfront Park,
   and that these city resources will not be diverted to other city parks or
   other city operations.



   1.

   Facebook will fund a docent for two years, a new interpretive display
   associated with the multi-use bridge, realignment of the Bay Trail and a
   snowy plover enhancement study to benefit Bedwell Bayfront Park.


The Friends support this funding proposal by Facebook, with the following
recommendations to the City:


   -

   The funding for a docent and new interpretive display be controlled by
   Facebook so that overhead costs are minimized;
   -

   The docent and interpretive displays are multi-lingual to support the
   education and passive recreational experiences of Hispanic and Asian users,
   who comprise an estimated 50% of park users;
   -

   The docent be hired from the local community adjacent to the Park and
   Facebook to provide additional economic and community benefit;
   -

   The docent and interpretive displays are allowed to utilize Facebook's
   advanced technology and social media expertise and techniques to increase
   the effectiveness, geographical range, and cultural context of information
   about the park; and
   -

   The snowy plover study be coordinated with the Don Edwards San Francisco
   Bay National Wildlife Refuge and the San Francisco Bay Bird Observatory,
   which conducts snowy plover research (and has for many years).


I apologize that I cannot deliver these comments in person, as I'd prefer.
I'm in Southern California today attending my 10 year-old niece's birthday.

available for follow up with Council members or City staff if you have any
questions about my comments.

The Friends of Bedwell Bayfront Park appreciate Facebook’s funding proposal
for Bedwell Bayfront Park. Facebook’s gift will benefit the Park and the
surrounding community.
