Facebook development agreement, transportation improvements

Dear Council Members,

Facebook is acting as an exemplary "good neighbor" by advancing $1Million
to explore transportation options on the Dumbarton corridor, moving forward
with plans for a bicycle and pedestrian trail on the right of way, offering
an additional $1million for the next steps of planning for Dumbarton
corridor improvements, providing a bicycle/pedestrian bridge over Bayfront
Expressway, and advancing funding to jumpstart the city's Transportation
Management Association.

At this stage in Dumbarton planning, it is much to early to ask Facebook
for greater contributions to the implementation of projects that we don't
have enough information yet to describe.

However, it is clear that Facebook would benefit greatly from major
transportation improvements that would ease commutes for Facebook employees
and could potentially reduce some of Facebook's substantial expenses in
running a private bus system.

Currently, the proposed language states that "any additional monetary
contribution would be at Facebook’s discretion.

I would recommend open-ended but stronger language whereby Facebook agrees
to partner with the city and regional agencies to identify appropriate
"public/private partnership" contribution for the implementation phases of
Dumbarton Corridor commute connections.
