General plan study session trip reduction goals

Dear Planning Commissioners and staff,

Thank you for your review of the zoning for the General Plan update.

Following is a comment on key transportation policy. The Transportation
Demand Management goal is proposed to be a 20% reduction compared to
"standard" (where the standard refers to minimal transit and car-centric

However, this number would be low if the city succeeds at the longer term
transportation improvement goals of the plan.

Therefore we would benefit from following the lead of the City of San Mateo
in its Rail Corridor Plan. The City of San Mateo has a 25% trip reduction
longterm goal for its Rail Corridor Plan, and a policy to set lower
incremental goals before key transportation infrastructure initiatives are

For example, see the incremental goals for the Bay Meadows development,
which start out very low, when the project was minimally built out, and
increase as additional measures and infrastructure are added.
