Commissioner Jones requests your input on proposed merger with Anthem and Cigna

Greetings! :
As you may be aware, Anthem has proposed a merger with Cigna, which, if approved,
would create the largest health insurer in the United States. The $54 billion merger
would likely have major and lasting impact on California consumers, businesses and
the larger healthcare marketplace. Anthem maintains that the impact would be positive,
but the burden is on them to prove that to be true. I take my role as California's
insurance commissioner, leading the state's largest consumer protection agency very
seriously. In an effort to do everything possible to protect consumers, I convened
a public hearing yesterday in San Francisco to hear from the public and various
stakeholders about the potential impact of the proposed merger.
I heard testimony from a number of stakeholders, including Anthem and Cigna executives,
consumer advocates, medical provider organizations and scholarly experts regarding
the potential impact on consumers, businesses and the marketplace. I appreciate
all those who attended the hearing and provided valuable input regarding the proposed
Anthem Cigna merger. The public hearing process is an important step in considering
all potential impacts, including competition, pricing, and access to care; however,
as I consider what is best for consumers and the overall marketplace, I want to
hear from as many Californians and stakeholders as possible.
I am inviting you to weigh in on the proposed merger of Anthem and Cigna. If you
have concerns, insights or experiences you would like to share, please respond to
this e-mail and provide your feedback.
The public record will remain open until April 1. I welcome additional comments
from any and all members of the public. These submissions must be received by the

I will make my decision regarding the proposed merger of the nation's second and
 fifth largest health insurers in the coming weeks and appreciate you taking time
to provide your input.
