Item E-1: Provide direction on the latest design and design criteria for the Santa Cruz Avenue Sidewalk Project

To Members of the Menlo Park City Council:


Although I will not be able to be present during the Regular Session of
the Council on Tuesday, February 9, 2016, I have closely followed the
various plans for these sidewalks over the past decade and wish to
present my comments here on the latest proposal as reflected in Staff
Report#16-031-CC.

1.I support the /Preferred Alternative/ that the Council approved last
year, so I will not comment on it here.

2.For the first time the issue of drainage is being addressed. This has
long concerned me (and still does). The staff report appears to address
this issue in a realistic way. There reportedly are only 6 properties
that will have serious drainage problems because of the new sidewalks. I
believe this can be addressed in a cost-effective way; e.g., a
grating-covered gutter on the property side that would periodically
connect (under the sidewalk) to the street-side gutter.

3.Not addressed in the staff report is the issue of driveway cutouts
(ramps), which are sometimes hazards and always annoying for
pedestrians. A simple way to eliminate this problem would be to provide
a dogleg in the sidewalk at a driveway. The dogleg would take the
sidewalk into the unused right-of-way (since it is currently a driveway,
there is no existing landscaping to disturb) a sufficient distance that
the driveway ramp could be entirely between the sidewalk and the street.

4.Eventually Menlo Park should underground utilities on all its
arterials. If undergrounding takes 10 years, can’t the City begin the
process now? Also, is there any way the present sidewalk project can be
done so as to facilitate a future undergrounding. PG&E should be
consulted on such possibilities. Undergrounding might provide the
opportunity to radically reduce the crown on Santa Cruz Avenue. Will the
design of the new drainage system be compatible with a future reduction
of the crown?
