Council Members:


For many excellent reasons I urge the City to use outside contractors
wherever possible rather than hiring new employees.

1. Outside contractors do not create a pension liability that may
extend for decades with a fiscal obligation passed on to future City

2. Using outside contractors insure fiscal discipline by fully paying
for the cost of the services in the year in which the work is done.

3. Using outside contractors makes it easy to cut the budget in
difficult fiscal years. While it is easy to not renew a contract, it is
often difficult to fire an employee.

4. Better overall performance can be expected by outside contractors
because poorly performing contractors are not renewed, while poorly
performing employees are often retained for decades because of the
difficulty or politics of firing them.

5. Outside contractors are more flexible to fill positions of a
changing work scope since new contractors with the required skills can be
hired whereas an existing employee would have to be retrained and that is
only if that employee is willing, able and flexible enough to be retrained.

6. Overall, I would estimate that outside contractors are less costly
in 9 out of 10 cases.
