Support for Menlo Park joining Peninsula Clean Energy (ITEM H-1)

Dear Mayor Cline and City Council Members,

Happy New Year! I am so grateful that as this year begins you are poised to take the most significant step available to achieve the 27%-by-2020 greenhouse gas reduction target that you established in 2013.

Staff is recommending that (a) Menlo Park join the Peninsula Clean Energy (PCE) Joint Powers Authority (JPA) and that (b) the Council representative(s) be directed to advocate strongly for the highest possible renewable energy rate that avoids any cost increase to consumers over PG&E's rates. While I am supportive of our city joining the JPA in and of itself, failure to use this transitional opportunity to attain a 100% renewable energy portfolio at the earliest feasible date will be shortsighted for the JPA, given all the effort involved in establishing PCE.

It is possible that other parties to the JPA will prefer a renewable portfolio that is comparable or perhaps somewhat improved over that of PG&E. Their priority may be saving their citizens a few dollars a month over the opportunity for very strong and action toward clean energy.

However, your Council has established it’s priority in this regard by dint of greenhouse gas reduction targets. During JPA proceedings it will be very important to establish the ability for communities desiring 100% renewables, or the highest possible rate at PG&E cost parity, to set such a baseline for their residents and businesses. Of course, every resident and business desiring cost savings over clean energy will be protected, as they will simply be able to opt out.

Bottom line: Please do join the JPA and please direct the Council representatives to advocate for a 100% renewable energy portfolio as our community’s baseline (while preserving the ability of power users to opt out if they so desire.)
