Accident at El Camino and Alejandra

I just witnessed a pedestrian being hit in the crosswalk at the intersection of El Camino and Alejandra Ave., near Menlo College.  I stopped and she started crossing, but a car behind me apparently didn't see her, went around me to the right, and hit her.  He was in the wrong, HOWEVER this wouldn't have happened if there were lights on the crosswalk. 
It's ridiculous that this crosswalk has no warning lights (as others in the area do) to warn people coming down what is a high-speed street that the crosswalk is in use!  I want to hear back what they plan is to address this and why it isn't being addressed.
