City water rates

Dear Council Members.

I was born and raised in the Bay Area and grew up knowing that water is a precious resource and not to be wasted.
I’ve lived in Menlo Park since 2000 and have always been very cautious about my home water usage.
We have buckets in the shower and a bowl to wash dishes in the sink. That water is reused.
Many homes in Menlo Park seem to not heed the drought - it’s clearly evident by their flowering, flourishing gardens and/or green lawn.

The notice about increased water rates is fine with me, as long as the larger water users pay more or have restrictions put upon their over-usage.
Why would large consumers of water not have to pay more, if they use more?

Please make sure water rates reflect usage. We are in a drought. therefore large users of water need to cut back or have their water restricted by the city.
