Requesting reconsideration of City Policy regarding elevation of Rail Tracks through Menlo Park.

City Council:

At the May 5th meeting, Council on a 3-0 vote, decided to change the
City's policy, which had prohibited elevated train tracks from
passing though the City, and changed the policy to allow elevated
track options.

Council members Meuller and Cline were absent from the meeting
because of personal reasons. A decision of such importance really
should not have been reached without their presence and voting
record. If nothing else, reconsideration of the vote, (which if
understand correctly can be requested by any of the 3 members who
voted to change the rule at the next regular meeting, which is
tonight May 19th), would put on record their positions on this huge issue.

I also believe it was not made clear to Council, that an elevated
option such as 10 feet up for rail and 10 feet down for roadway, will
necessarily impact the other rail intersections in Menlo Park, since
the rail elevation change can not be returned to ground level for
tracks in such a short distance. The study to be performed, being
limited to only studying the Ravenswood crossing, would hardly be
considered adequate since the other intersections will be affected as well.

There really was no reason at this time to change the City
Policy. The awarding of the Grant, was not contingent upon the
Council changing the Policy against elevation of the tracks.

I urge the Council to reconsider the May 5th decision (Item F2).
