In the end, it is difficult for me seeing this all white and wealthy jury ( the city council) voting to over turn the previous ruling by the appointed arbitrator/hearing officer and ordering a compensation package that would guarantee comparable housing, schools, etc., for BV. You and I both know that there is often a huge difference between what the black letter law seems to dictate, in terms of out come, and what justice dictates. Of course, the city council members need not check their consciences at the courtroom door, so to speak, and blindly follow bad law. We have a long and noble history in this country of jurors disregarding bad or immoral laws, and instead doing the right thing. It's called jury nullification.
