Greetings;
As a 20 year resident of Menlo Park and Suburban Park I would like to
encourage the city council to press for satisfactory resolution of
issues the City has previously communicated to Caltrain and the DRC,
specifically:
- Noise and vibration analysis should apply the most stringent
standards, whether federal, state or local, develop mitigation, and
include all passenger and freight train noise sources and address
residences and businesses.
- Full analysis of freight rail operations along the DRC needs to be
reported in the EIS/EIR. The city also asked how UPRR's financial
participation in the project would be determined and approved and
whether it would be possible to design the rehabilitated bridge to
preclude freight use.
In addition, I personally would oppose freight traffic on the DRC:
- Expanded freight capacity was not identified as one of the needs that
DRC is intended to meet (to reduce highway congestion and improve
commute options)
- Freight traffic passes at disruptive times and higher noise and
vibration levels. I well remember SP running locomotives late at night
on the line.
