Is Menlo Park doomed due to procrastination and poor planning?

For example, unless Noise Abatement is made a number one priority with
the preparation of a noise contour map which includes required
train-related noise and routine blasting horns studies and mitigation of
the existing public health hazard there should be no transit
housing/villages close to the heavy rail and freight Caltrain Corridor.

The environmental impact study of the Federal Railroad Administration
published a chart (www.fra.dot.gov) showing that there was a "severe"
impact of horns to residents 660' and a "serious" impact over 1,000'
from the tracks. This is in addition to vibration causing structural
damage,, wheel squeal, locomotive engine noise and diesel air pollution.
The human experience has confirmed this by petitions, letters,
complaints and personal public statements for decades.

Courts have ruled that E.I.Rs are inadequate without inclusion of these
public complaints and petitions under the Noise Element mandated for all
General Plans. See Health and Safety Code #46050.l.
