Auditing of Measure T Funds

Dear Councilmembers: There is a longstanding question I have regarding the anticipated v actual costs of the first phase of Measure T recreational improvements. I previously asked about this on the council email list, and to the Parks and Recreation commission about a year ago, without any response to either. As you are discussing auditing of city finances tomorrow, this is an opportune time to consider this issue. This table summarizes data from the city web site and the AlmanacĒs archives: StatusOriginal Revised Nealon Parkcomplete$1,525,000 $1,525,000 Burgess Fieldscomplete$4,100,000 $4,100,000* Poolcomplete$6,080,000 $6,835,000 Oak Knoll Schollcomplete$210,000 $210,000 Sharon Hills Parkcomplete$63,000 $63,000 Sharon Parkcomplete$110,000 $110,000 Stanford Hills Parkcomplete$215,000 $215,000 Fremont Parkcomplete$100,000 $100,000 MCCcomplete$6,600,000 $3,400,000 Subtotal Round 1 $19,003,000 $16,558,000 First round of bond $13,200,000 Difference -$3,358,000 According to this data the city overspent ~$3,000,000. This raises several questions, including what were actual costs; if there is a deficit how was it accounted; if there was a deficit, does a portion of the next round need to pay back the first round of Measure T? Hopefully there is better data someplace than what I'm using. Before advancing the ball (no pun) on round 2 of Measure T, the city should review the accuracy of projecting and management of the first round of projects. Thanks for your attention. Stu Soffer Menlo Park *Some pages place Burgess Park at $3.8 Million.
