Mr. Taylor,

The documents that were distributed with the original email to the Willows Neighborhood Group are consistently using the term "Willow Road Improvement". For you reference I copy the first three paragraphs of the staff report #06-188 that was included in the original email as a link There it clearly talks about public-right-of-way improvements to Willow Road along the 800 and 900 blocks of Willow. So it seems to me this project includes a considerable part of the gap in bike lane - specifically the part before Bay Rd. that is hard to navigate for bikes. It would be hard to understand for me if city staff prepared a report for that stretch of Willow Road without looking into extending the existing bike lane all the way as listed in the Menlo Park General Plan as one of the desirable improvements. In case this has been overlooked by city staff and city staff was not aware of the goals stated in the Menlo Park General Plan when preparing the staff report I would like to understand how to prevent this in the future and make sure that all future staff reports regarding traffic improvements take into consideration goal II-D of the General Plan: "To promote the use of bicycle as a commute alternative and for recreation".

CONSENT: City Council Approval of the Design of the Willow Road Improvements Project; Community Development Agency Board Award of a Contract for Construction of the Willow Road Improvements Project to JJR Construction, Inc., in the Amount of $369,000; and Agency Authorization of a Budget of $430,000 for Construction, Contingencies, Testing, Engineering, Inspection, and Administration.

RECOMMENDATION

Staff recommends the following:

1. The City Council approve the design of the Willow Road Improvements Project;

2. The Agency Board award a contract for construction of the Willow Road Improvements Project to JJR Construction, Inc., in the amount of $369,000; and

3. The Agency Board authorize a budget of $430,000 for construction, contingencies, testing, engineering, inspection, and administration.

BACKGROUND

On September 23, 2003, the Community Development Agency Board approved the design refinement and construction drawings for public right-of-way improvements on the 800 and 900 blocks of Willow Road. The objective of the improvements is to enhance the local area and provide a more visually appealing entryway to the City. This area forms a primary entry point for residents and visitors heading downtown, to the Willows Neighborhood, and to locations to the west.

I believe the project you refer to in your e-mail is the Chester Street project near the intersection of Willow and Chester. This project was intended as a safety, streetscape and traffic calming project for Chester Street. As part of the project, Chester Street will be slightly narrowed and realigned at Willow to reduce the crossing distance for pedestrians and better align the roadway with Willow to reduce the speed of right turning traffic. As part of the project the curb and gutter construction along Willow only involves a small portion at the SW corner of Willow/Chester. The other improvements shown along Willow involve landscaping, but no modification of the curb. The bike lane concern on this stretch of Willow is a larger issue as described below, which was not included in the scope of work for the Chester project.
 
The bike lanes on Willow end at O'Keefe in the eastbound direction because the width of Willow is not sufficient due to the transition from one to two travel lanes for vehicles. In order to add a bike lane on the this stretch of Willow, the roadway would need to be widened. The widening would, more than likely, involve reconstruction of the curb and gutter and potentially the acquisition of right-of-way. The project would require a study to understand the options, requirements and impacts of the project on the adjacent properties. The study would need to be prioritized and funded to proceed.

May be my eyes are getting old, but I looked hard at the plans and couldn’t find bike lanes. If that is actually true I would be extremely disappointed.

 

According to the “M e n l o P a r k COMPREHENSIVE BICYCLE DEVELOPMENT PLAN” the “Menlo Park General Plan” identifies as one of the improvement projects “Class II bike lanes connecting the two existing segments on each side of the Highway 101 crossing on Willow Road”

 

Can someone please tell me that the city staff followed the Menlo Park General Plan and that the council would not approve a project that doesn’t do its outmost to achieve Goal II-D of the General Plan: “To promote the use of bicycle as a commute alternative and for recreation.”

 

Whenever I bike with my children to Flood Park I can’t understand why the bike lane along Willow ends at O’Keefe and doesn’t connect at least to Bay Rd. The current situation just doesn’t make sense. This improvement project is a great opportunity to fix a big part of that problem. Let’s hope it is not too late for the Willow Road Improvement to make Menlo Park’s roads safer for biking children and everyone else who tries to get by bike to our neighborhood parks.
