Dear Council,

I want to alert you to how very difficult it is for the public to make
meaningful comments regarding the above topic on your agenda for March
6th. The city website has posted only the first 4 pages of the staff
report and NONE of the referenced Attachments. Worse, the city offices
are closed tomorrow so the public cannot take advantage of the weekend
to review the materials and provide comments.

Since I will be unable to attend next Tuesday's meeting I want to
express my hope that the Council will make the topic of Medical/Dental
office use study a current year priority (i.e., fiscal year 2006-2007).
There is increasing demand for medical offices that could push out
potential revenue-producing uses along El Camino at a minimum. The city
needs to establish guidelines as soon as possible to aid decision makers
(Planning Commission) and property owners, while a specific plan is
developed. This work would complement the larger planning effort of the
El Camino corridor.

If there is concern that staff time is too limited, please consider
putting as a lower priority those projects that are not within the
current Zoning Ordinance and General Plan. After plans are in place, it
will be much easier and more smooth for projects to proceed within the
context of that plan. Please take charge of our city's destiny.
