Utiltiy User Tax

Dear Council Members,

I am writing to ask that you delay implementation of the utility user
tax until such time as it is absolutely clear that the tax must be
imposed to avoid immediate cuts to essential services.

The voters approved this tax by the slimmest margin based on the
misinformation that it was absolutely necessary to avoid immediate cuts
to essential services. Had the voters known that there was no immediate
need for the tax, and had the Measure K Committee and the League of
Women Voters accurately informed the voters, I believe that there is no
doubt that the tax would have been defeated.

In my opinion, it would be irresponsible for the Council to allow the
tax to become effective when it is abundantly clear that the tax was
sold to the voters using inaccurate and misleading information, and, in
fact, may not be necessary at all.

Please suspend the effective date of this tax until it is absolutely
clear that the tax must be imposed to avoid immediate cuts to essential
services. That action will reflect the will of the voters.

Thank you your consideration of my views.

Sincerely,

Susan Kocher
