The new Utility User's Tax passed last November with only marginal support.
Instead of the council adopting the full percentage amount, I suggest that
it would be more prudent to only start assessing half of the approvedf
amount (1.5 % instead of 3%). The benefit of this approach would be that
the council would have a resource to tap if in fact the full amount were
later required. It would also show the council as being sensitive to both
the effects and appearance the tax impacts, especially in light of the
nebulous financial data the public has learned of in the past year.
