Theme
Quality development has become a keyword in many economic sectors. For
housing and the housing market, this means to define and negotiate
quality in the context of the multiple stakeholder interests. The
variety of settings and markets is enormous: While developers in
strongly expanding markets (like China, India, etc.) tend to focus on
the «luxury segment» of consumers, the challenge in the more saturated
markets of Western Europe or in some parts of the U.S. is to address the
growing differentiation in the demand for housing. Mergers and
concentration processes in the development, construction, and finance
sector encourage strategies that extend beyond national borders and lead
to the creation of new actor networks at different levels. These
processes and outcomes also influence national, regional and local
policymaking and in turn are affected by them.

Objectives and program
The conference addresses these themes from the focal point of quality
development. What are currently relevant quality profiles and
definitions? In what ways are they changing, depending on stakeholder
values and interests, targeted client groups and different national
contexts? What are the important determinants of and connections between
process and product quality? How do these dynamics influence housing
design and quality in local urban (and suburban) contexts? Well-known
speakers representing science, business and public policy-making from
different countries offer their experiences and findings. The afternoon
workshops allow for more in-depth discussion in smaller groups,
addressing perspectives of users and clients, housing quality criteria
from an architectural point of view, and the role of public
policy-making. The concluding plenary session features statements by
important S wiss housing investors of different types as to their
visions of housing quality and resulting strategies.

Who should participate
Decision-makers representing institutional, private, and non-profit
investors in the housing market; representatives from the property
management sector, construction companies, architectural and planning
firms, public planning bodies and local governments.

Conference Organizer
The conference is organized by the Center for Cultural Studies in
Architecture (ETH Wohnforum), an interdisciplinary research group at the
chair of Professor Dietmar Eberle, Faculty of Architecture of ETH Zurich
(Swiss Federal Institute of Technology). CCSA focuses on research and
development projects at the interface of social change and the built
(living) environment and offers a platform for exchange between research
and practice.
