Flooding on Spruce Avenue

Dear Andy and his Council Cohorts,

     I live at 125 Spruce which is directly across from Celia's, so I do
not experience very bad flooding since I'm at the top of the block;
however, my neighbors east of me are afflicted by potholes and mud
pockets when it rains without mercy. Then they are in misery.

     So, I am writing to ask you to move our petition to the top of your
agenda and commit to making it a high priority before the onslaught of
February and March's precipitation. I fully realize that you probably
are barraged with petitions, but I hope you will consider this wonderful
one-block street.
